Director's Meeting to Discuss Constitutional Changes

May 22/06  7:30 PM at the fire hall

  Present: Donna, Irv, Marg, Harlan, Rob, Wray, Paul, Mike L.

Below are the proposed changes to the constitution as discussed in this meeting:

  • (part 6.28) "A Quorum for the board proceedings shall be 25% of the board of directors with a minimum of 3"
  • (part 5.22d) ADD: "If they so desire"
  • (part 5.22e.1) CHANGE officers to: "Deputy Fire Chief, Deputy Medical Officer, President, Vice President and Directors"
  • (part 5.22e.2) CHANGE to: "Fire Chief, Medical Officer, Deputy Fire Chief, Deputy Medical Officer, President, Vice President and Directors"
  • (part 5.22i) "Only those defined in the Policies and Procedures Manual of Marsh Lake Fire Rescue as voting members are eligible to vote for Fire Chief, Deputy Chief, Medical Officer or Deputy Medical Officer."
  • (part 5.22j) "Nominations for Fire Chief, Deputy Fire Chief, Medical Officer or Deputy Medical Officer will be accepted up to 30 days prior to election date."
  • (part 5.22k) " For the elections for Fire Chief, Deputy Fire Chief, Medical Officer or Deputy Medical Officer one ballot will be provided to each voting member within 30 days of the election, and will be accepted until counting of ballots. Ballots may be sent and received by Election Officer only. The ballot distribution (sent and received) is as follows:

      Email
      Fax
      Regular mail

Ballots may only be received by appointed Returning Officer.

  • (part 5.22l) "The Returning Officer shall be the sole distributor and collector of ballots.  The Returning Officer contact information including mail address, email and phone number will be on the ballot."
  • (page 1, order in council) REMOVE: AGM and File Date lines from front page of Constitution
  • (part 3.9) "AGM shall be held no later than 2 months after Society Year End." REMOVE everything else.
  • (part 2.2a) CHANGE to: "Who: 'Have paid their dues'.
  • (part 2b) REMOVE 2b.
  • (part 2.7a) CHANGE to: "Non-payment of dues"
  • (part 3.11) DELETE "With agenda" CHANGE "21" days to"7" days.
  • (part 4.18f) "Voting by phone and email will be allowed on special occasions, at the discretion and direction of the Society President, and does not replace any of the four required annual meetings."
  • (part 7.28) DELETE everything after "general membership" and ADD "Fire Chief and Medical Officer."
  • (part 7.38f) "Executive is defined as President, Fire Chief, Medical Officer and Secretary-Treasurer."
  • (part 7.37dd) CHANGE "Deputy Fire Chief" to "Medical Officer"
  • (part 11.2.48) REMOVE "***check again***"
  • (part 11.48) REMOVE 48
  • (part 11.49) REMOVE 49

~end of Constitution changes discussion~


  • There was a discussion regarding changing the name of "Marsh Lake Fire Rescue" to "Marsh Lake Emergency Services". It was generally agreed that the new name would better reflect the mandate of the department, as we do not train to rescue standards, and we would look silly rappelling out of helicopters or prancing about in swimsuits as per Baywatch rescue heroes.

 

  • Wray mentioned that the department would need to buy a battery-powered reciprocating saw for vehicle extrication and that it would cost about $700, and needed board approval to purchase beyond the $500 limit set out in the Constitution. Donna made a motion to authorize the purchase of the saw, Irv seconded, and all present voted in favour.
