Amendment:   to minutes from October 25, 2004 meeting (pg. 5,)
-furnishings are not included in budget, no carpeting downstairs or upstairs - downstairs to be fitted as per future choices

 

Minutes:  Accepted.

 

Action:    Tiff to go door to door around Bob lake to inform of and invite people to the Monday Nov. 22/04 Public meeting.

 

Donna handed out the survey results from the fall 2004 telephone survey by Datapath. (Please refer to hand-out.) Posters had been put up and extra effort was made to survey as many residents as possible.

 

Gordon presented newest schematic. Review ensued. Please refer to bound document dated November 08, 2004 (Schematic Design Report  - Marsh Lake Community Society).

 

Gordon attended the Energy Sol'n Centre workshops on heat exchange systems. He found them not too informative or viable as all info based on Southern findings. Choices in heating:

-         1st would be forced air oil furnace due to easy installation and maintenance

-         alternative heating systems could be introduced at a later date

-         need to keep the design team informed re: decisions/alternatives so that accommodations could be made/reviewed

-         water loop to Bob Lake as heating source - many unknowns (depth, amt. frozen, temperature etc)

-         solar wall - obviously works best with daytime use of building, not particularly expensive. Questions of funding? Innovators program? (Fed.)

-         discussion of pro's and con's of alternative energies. CBIP - program to have designers build better buildings. If building is better than model code then Feds would kick in $ (after extensive paper work)

 

Action:     Mike, Carl and John to look into and form subcommittee

Gordon discussed space usage and subsequent load on heating/ventilation systems (refers to pp. 7& 8 of the document)

-         ventilation load based on 200 person occupation

-         air to air heat pumps do work (per Gordon)

 

Currently plans include 6 male and 6 female toilets. This is >code and can accommodate 300 persons and will therefore service a greater variety of functions. The Loppet would still need outside facilities for increased # of people.

 

Motion:    To have 3-4 outside receptacles for winter time vehicle plug-ins on outside wall of building (currently not allotted for in design schematic p.24, 7.10) Accepted.

 

Discussion re Construction Budget (pg. 25 8.0):

-         Fire Alarms - remote monitoring system allotted for in budget (pg.24 7.11). This is a less expensive system compared to some that cost up to $15,000.

-         To decrease costs community could cut down trees for parking lot, donation of time for machines etc.

-         Increased cost are due to decreased numbers of construction companies in the Yukon at the moment.

-         More detailed information will be in Tender package.

 

Discussion looking at latest drawings (in bound document):

-         Best ground - excavate and able to then use for fill for parking lot.

-         Best use of site with flexibility of space.

-         Concern re: lack of view of Bob lake and Rink from lobby or upstairs.

-         Concern re: sound systems and the need to have enough plug ins for bands.

-         Donna voiced a concern about meeting room space. Possibly move elevator shaft more into admin room to increase space of rental room #1?

-         Lucy voiced a concern/desire for a basement. Mike F. responded that Basements are not cost effective – it is much less expensive to build above ground. Re the arctic entrance, a temporary type shelter could be put up for the winter.

-         Wolf voiced concerns re gymnasium size. Addition at later date would be easy(ish) and would depend on funding available at that time.

-         Electrical panel size already taken into consideration for future possible additions

 

Donna voiced general cost concerns. Mike F. stated we are in budget.

 

Public Meeting to be held November 22, 2004

-         Drop in between 7-9 p.m.

-         Display boards will be up.

-         Feedback opportunities

-         Building committee comfortable with present design for public meeting presentation.
