Marsh Lake Community Society General Meeting

May 28, 2003

Minutes

 

1. The meeting was called to order at 7:12pm by Donna Larsen with 10 people present.

 

2. Minutes from the last general meeting, March 26, 2003, and the Annual General Meeting, May 15, 2003 were distributed at the meeting.

Motion: that the minutes be accepted as presented.

Moved by Judy Corley, seconded by Ray Magnuson. Carried.

 

3. Additions to agenda - no additions at this time.

 

4. Correspondence

i. Letter from Lotteries Yukon regarding funding allocations; existing funding formula is $7,000 base rate, plus $10.00 per capita to 5000 population and $3.00 over 5000 population. Marsh Lake Community Society is eligible for $11,000 for 2003-04.

ii. Letter from Energy Mines and Resources requesting detailed site plan for the McClintock land lease.

iii. From Glenn Hart, Minister Community Services regarding funding request for planning and design work for proposed multi-use recreational facility. Budget for 2003-04 has been tabled and there is no money in the budget for this request.

iv. YTG Community Services offers a text telephone device for persons who are deaf, hard of hearing or having a speech impairment. Information available on line www.gov.yk.ca/depts/community/ or at 393-7460.

 

5. Treasurer’s Report

Treasurer not present. Donna distributed copies of the proposed budget for April 1, 2003 - March 31, 2004.

Budget was accepted as presented at the AGM, May 15/03. Donna noted an update since then due to liability insurance reimbursement

Balance currently - $26,160.

$3,457 remaining in the Youth Crime Prevention Fund may have to be returned to them.

 

6. Board Members

- executive was decided at first board meeting; Pres. - Donna; V.P. - vacant; Secretary - Jan and Tiffanie; Treasurer - Lisa

- three new members confirmed today making the board complete: Perry Savoie, Sam Cowley, Drew Wittaker

Motion: to accept the three new board members.

Moved by Bobbie Magnuson, seconded by Sophie Elasoff

- Many thanks to past board member and vice-president, Sophie Elasoff.

 

7. Old Business

a. Lotteries Yukon used 400 as population estimate for Marsh Lake.

b. McClintock Land Lease update - Donna read the letter she wrote to Energy, Mines and Resources outlining the changes we would like to see to the lease.

In the discussion that followed, it was suggested that we request that this land be held in reserve for community use.

c. Newsletter - Donna reported that Tiffanie is working on this with Rob Alexander.

d. Winter Youth Crime Prevention Proposal - update - Drew Wittaker has put together a proposal for youth projects; will be submitted by Friday. Projects included: fixing puckboard, new message signboards, playground landscaping.

 

8. Committee Reports

e. Planning/building committee - Sue Meikle met with Dennis Sheufeld today. YTG has confirmed the allocation of $5000 for site analysis. Discussion followed regarding what might be included in the site analysis. Perhaps the contractor could provide support and guidance to the building committee.

Letters will be sent to companies known to do site analysis’. (Ferguson Smythe...)

f. Ice Rink

Shed - Donna will pick up the building permit.

Puckboard - Yellow strip has to come off and must be replaced; Craig Smith will check with manufacturer re the effect of temperature changes upon the puckboard.

Drew Wittaker has volunteered to supervise youth to work on this project; pay $10 per hour.

Motion: to take $3000 from O & M and combine with the remaining Youth Crime Prevention fund to do necessary repairs on the rink.

Moved by Ray Magnuson, seconded by Perry Savoie. Carried.

Paving Ice Rink - We have $7500 for this project; let possible contractors know the rink dimensions and ask for estimates.

g. Playground

Donna presented Lucy’s report. Next steps include: outhouse (Andreas to install); stain benches; picnic tables; building up the bank with rocks (retaining wall); plant native flowers. Garbage cans - bearproof 200 litre capacity for $875, 120 litre for $760.

Motion: to purchase 2 green 120 litre garbage cans (from the $24,300); one for the playground and one for the ice-rink, to a maximum of $2000.

Moved by Perry Savoie, seconded by Sophie Elasoff. Carried.

Lucy’s application to Y2C2 was rejected on the basis that the project did not fulfill the environmental education requirements.

 

 

h. July 1st Party

- $1350 approved

- need volunteers to help to organize the event - call Donna if you can help out

- decorations, possibly a tent, prizes, band, food, cake, soft drinks

- Sophie will look after getting the cake

i. Molson application

Donna applied for the Molson Local Heroes Funding program and we were granted $2500 towards the paving of the ice-rink.

j. Website - up and running; look for new budget and minutes. www.marshlakeyukon.net

 

9. New Business

k. McClintock River buoys - Donna has written a letter of endorsement from M.L.C.S. in support of the South McClintock Association’s request, to Fisheries and Oceans Canada, for the placement of channel markers on the McClintock River.

l. Boat Class - Perry Savoie has organized another Boat Operator Accredited Training course - June 7th, 9am -6pm.

- maximum of 16 participants

- $25 fee covers manual and exam

- lunch provided

- posters are up

- Perry will give Donna the final count next week.

m. Canada Winter Games - are there opportunities for Marsh Lake community to become involved?
